Greater Accountability for Council-Controlled Organisations

Manukau City Council’s Corporate Governance Committee has recommended to Council that a CCO review panel be established. Made up of the Mayor, a group of Councillors and the Chief Executive, the panel will provide the political interface between the boards of Council-Controlled Organisations and the Council itself.

Charged with the review of the CCO’s Statements of Intent and Board, Director and Trustee performance, the CCO panel would not be a decision-making body instead it would make recommendations to the Corporate Governance Committee.

“Such a panel is a fundamental part of improving governance of our Council-Controlled Organisations,” said Corporate Governance Committee Chair Bob Wichman. “It will enable us as elected members to develop a constructive relationship with the board of the CCO. This will mean better accountability to the Council and in turn to the public.

“With such a panel we will be able to ensure clarity around the sometimes complex governance and contractual relationships that exist” said Councillor Wichman.

“We have taken the opportunity to incorporate the management of the relationship we have with a number of Trusts, under the direction of the review panel.”

The Council will consider the recommendation at its next meeting on 29 September.
