More Hanky Panky = Lower Council Rates!

In a tongue-in-cheek moment a Wellington City Council Eastern Ward Candidate, Thomas Morgan suggests that city population raising ideas, through local migration, of various other candidates in order to spread and increase the council rates-take is shying away from the obvious…

“By proxy of course increasing the population can also involve a higher birth rate and according to past high school class lessons that would require more activity in the bedroom department.” He said.

With the local population actually on the decline and if the idea was taken seriously what would the council do?

“Well, how about council run dating websites and speed dating events, offer sponsored hotel weekends and of course get really serious and try to ban contraception- really upsetting the apple cart!”

There would be an obvious rating-benefit time-lag however even at an early stage larger homes would be needed and that leads to another of Morgan’s policies of incentivising empty nesters to vacate their homes if agreeable.

“There is great demand for housing stock yet many empty nesters are knocking about in large homes they don’t need, are having difficulty affording and which could be much better used by younger families trying to house their new stock of young impending rate payers.”

As additional encouragement Morgan suggests that council could explore baby making payments or even a rating discount for each new arrival.

“Oddly enough China had a similar opposite problem and had to limit couples to one child with quite serious consequences, currently there is a limit of three children per couple adding another caution that the baby making idea needs to be framed within a solid and stable environment, if not a village.” He said.

While being light-hearted Morgan hopes that his creative policy idea does not cause distress to those having issues creating a family.
