Bay of Plenty Regional Council Chair Matemoana McDonald says today’s announcement [SUBS: May 5 2026] on simplifying local government underscores the importance of strong relationships across the region and the sector.

“While the changes ahead are significant and farreaching, working together will be essential in navigating the transition and ensuring communities continue to be well served.

“I’m pleased the Government is retaining regional councillor roles until the end of this term. They bring a wealth of experience, a deep understanding of their communities and the needs of the environment. Their voices will be essential in shaping a stronger, more effective structure for the future.”

Chair McDonald noted the importance of regional-scale delivery and looks forward to more detail from the Government in due course.

“There are clear benefits that come from operating at a regional scale, which we have always advocated for and will continue to do so.

"I want to acknowledge our staff, who I know will continue to deliver the mahi during this unsettling time.”

While it is too early to determine whether the Bay of Plenty will seek to enter the Government’s proposed ‘Head Start’ process, Chair McDonald is calling for urgent regional collaboration.

“I am requesting an urgent Bay of Plenty Mayoral Forum to discuss today’s announcement and consider the next steps for our region.

“Although much remains unknown, we have been preparing for change and are well positioned to help lead this transition.”

Chair McDonald also acknowledged the leadership shown within the regional sector throughout this period of uncertainty.

“I’d like to thank those leaders in the regional sector who have worked tirelessly to champion the crucial work regional councils are responsible for.

"I would particularly like to acknowledge the Parliamentary Commissioner for the Environment, the Rt Hon Simon Upton, for his continued advocacy and expertise.”

She emphasised the Regional Council’s commitment to stability and partnership during the transition period.

“While this reform process unfolds, our priority will be continuing to deliver essential community services and upholding our commitments under Te Tiriti o Te Waitangi. We will also continue to keep our valued partners informed, including iwi and hapū.”
