New era of council-zoned housing subdivision hits Rotorua’s property market
Sections at one of the first
Rotorua residential subdivisions to be classified for low
density environmentally-conscious housing under the city’s
proposed new development plan have been placed on the market
for sale.
The new council plans segregate residential developments in Rotorua into one of five zones – encompassing low density, medium density, lake-side, rural specific to the Wharenui Road area, and specific to the cultural and historical villages of Ohinemutu, akarewarewa, and Ngapuna.
The 12 sites at Lynmore Lake Vista Estate, east of the city, range in size from 540 square metres to 972 square metres. The subdivision is classified ‘Residential 1’ in Rotorua District Council’s long-term development plan currently out for public consultation. Under the current and to-be-replaced zoning, the Lynmore Lake Vista Estate enclave is zoned Residential Development B.
A ‘Residential 1’ zoning allows for what the council describes as a “mix of single-storey and two-storey houses of various styles and materials, with a balance between built and natural elements.”
The council zoning further outlines the zoning classifications as delivering a “sense of space around buildings which is enhanced by landscaping on site and other characteristics including low levels of noise and low traffic levels.”
The Lynmore Lake Vista Estate sections are being marketed for sale by Bayleys Rotorua. Agency manager Beth Millard said the enclave had been specifically designed to meet the requirements of the yet-to-be-adopted council plan, located around a cul de sac with no through traffic.
“The developer has, for a number of years now, wholeheartedly supported and embraced the council’s vision for the city’s urban fringe. As with many provincial cities across New Zealand, Rotorua is seeing the expansion of its city limits, with a specific type of home buyer looking to buy within those ‘green belt’ areas,” Ms Millard “Unlike Auckland or Wellington though, green belt residents in the likes of Rotorua can comfortably live in urban fringe locations yet be only 10 minutes commute from the CBD.”
Ms Millard said protective design and building covenants had been attached to all 12 sections within the Lynmore Lake Vista Estate to ensure a high standard of dwelling was built.
She said the covenants were being carefully explained to potential buyers ahead of the March 26 auctions.
“Again, this aspect was planned to be
totally compliant with the council’s vision for Lynmore,
and to underpin property values in what is viewed as one of
the more desirable parts of town to live in,” she
said.
“The feedback from viewers at open days conducted already is that prospective buyers are taking assurance from the fact they will be living alongside like-minded residents who will be undertaking new-builds of high-end homes to fit in with the evolving characteristic of this neighbourhood.”
The 12 sites going under the auctioneer’s hammer on March 26 will be the last within the Lynmore Lake Vista Estate subdivision – which was completed and sold down in
High-speed telecommunications, gas, electricity, water and sewerage connections
are currently being laid to all sites – with the infrastructure work expected to be completed by mid-April.
“The planned roll out of the final 12 lot stage has largely been driven by supply and demand in the Rotorua residential land market. With the developer now at the conclusion of the subdivision, they are motivated to sell off the remaining stock en-masse so they can move onto their next project.
“As a result, we are confident of seeing some attractive pricing come auction night.”Ms Millard said the evolution of suburban shopping precincts such as the Redwood Centre located en-route between Owhata/Lynmore and the CBD had also increased the access to ‘convenience’ retail shopping for basic home essentials – thereby minimising the need to come back into the city and making urban fringe living more attractive.
