The State Services Commissioner, Mark Prebble, responded to queries about the chief executive and Secretary of Foreign Affairs and Trade's involvement in the charter of Air New Zealand aircraft by the Australian Defence Force to carry Australian forces to Kuwait.
"I have spoken to Simon Murdoch and seen the report he has presented to his Minister.
"Simon has assessed his actions with the benefit of hindsight and has described those actions as an error, and he has apologised for them.
"Simon has also assured me that he will work to make sure that similar issues do not happen again.
"He expects me to hold him to account for this, and I will. I will also take into account the high standard he has shown in stepping forward to accept responsibility.
"I am pleased with the leadership that Simon has shown," Mark Prebble said.
