The Social Housing Reform Programme

The Social Housing Reform Programme will increase the supply of social housing in New Zealand. It builds on a number of measures taken over recent years to provide more New Zealanders in need with quality and affordable housing. It will:

• increase the number of social houses provided by either Housing New Zealand or other providers

• ensure that those houses better meet the needs of tenants

• deliver Government assistance in a way that stimulates housing supply

• help more New Zealanders into housing independence when they are capable of making that transition.

The programme is a cross agency initiative involving the Ministry of Social Development, the Treasury, the Ministry of Business, Innovation and Employment, Housing New Zealand, and Te Puni Kokiri.

The Ministry of Social Development

The Ministry of Social Development is the single purchaser of government-funded social housing. Its role is to provide support for people with serious housing needs for the duration of their need, integrating housing assistance with other social assistance delivered by MSD.

The Treasury

The Treasury provides overall advice on the Social Housing Reform Programme, focusing on better outcomes for people. Within the programme, the Treasury is managing a formal process that may make some Housing New Zealand houses available to registered community housing providers.

The Ministry of Business, Innovation and Employment (MBIE)

Within MBIE the Community Housing Regulatory Authority (CHRA) is the regulatory body for community housing providers. Community housing providers registered with CHRA are eligible for the Income-related Rent Subsidy.

Housing New Zealand

Housing New Zealand (HNZ) is the largest social housing provider currently housing over 190,000 people in around 68,000 properties. HNZ provides housing to people who are on the MSD Social Housing Register and manages those tenancies.

Te Puni Kōkiri (TPK)

Te Puni Kōkiri works within government and communities to support Māori collective success at home and globally. As part of this, the Ministry leads the development of Māori housing and has a co-ordination role for all Māori housing policy across government.
